The current study aims to analyze the financial aspect as the sustainability tipping point of an integrated sanitation program in Tanjungpinang City, focusing on communal and individual SPALD-S. A mixed-methods approach was applied through a sequential explanatory design, integrating a quantitative framework based on FIETS (financial, institutional, environmental, technical, social) and a qualitative analysis utilizing the CIPP evaluation model. The results indicated that the financial aspect exhibited the lowest performance among the dimensions. The communal SPALD-S system scored 27.5, and the individual SPALD-S scored 32.0; both fall within the unsustainable category. This variance in score did not alter the overall sustainability status. The qualitative analysis revealed that the financial dimension’s weakness was caused by the absence of an institutionalized operational financing mechanism, project-based funds dependency, and a lack of alignment with local budget planning. The study concluded that the financial dimension is the main bottleneck to sustainability. A shift in perspective from physical construction to strengthening a context-appropriate system of long-term financing is crucial.

yayuk yuliati Tengku Said Raza'i Dewi Haryanti Agung Dhamar Syakti Febrianti Lestari Lestari Arief Pratomo Pratomo Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 125 – 135 125 – 135 10.56552/jisipol.v8i1.422 Transformasi Pola Komunikasi Sosial Dakwah Era New Media (Tantangan dan Peluang Bagi Persatuan Mubaligh Kabupaten Lingga) https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/420
The phenomenon of digital Islamic preaching (dakwah) has sparked new and compelling discourse in religious, media, and cultural studies due to its profound socio-religious implications. The transformation of dakwah communication through short-form, massively distributed content not only risks spreading misinformation among communities but may also cultivate radicalism and intolerance when misinterpreted. This study examines the transformation of dakwah communication patterns in the new media era within the Lingga Regency Preachers Association (PMKL), analyzing both its challenges and opportunities. Using a qualitative phenomenological approach, data was collected through observation, interviews, focus group discussions (FGDs), and documentation, then analyzed through qualitative descriptive methods. Findings reveal three key transformations: (1) a shift from conventional one-way communication to instant, multidirectional dissemination; (2) the rise of fragmented and personalized content; and (3) evolving linguistic styles and preaching models. Challenges for PMKL in the new media landscape include: preachers' need for digital literacy, diverse opinions on social media, ethical communication standards, limited content creativity, and uneven internet access in certain areas. Conversely, new media offers opportunities such as global information reach, extensive data accessibility, online community building, inter-preacher collaboration, and improved efficiency in time, transportation, and accommodation management.
Ahmad Hamdan Romi Aqmal Syafi'i Ali Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 89 – 109 89 – 109 10.56552/jisipol.v8i1.420 Peran Inisiatif Global Gateway Uni Eropa Terhadap Perkembangan Infrastruktur Di Mozambik 2021-2024 https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/395
The Global Gateway initiative is a European Union strategy launched in 2021 to strengthen global connectivity through investment in sustainable and high-quality infrastructure. Mozambique is one of the EU partner countries in Southern Africa receiving support from this initiative, particularly in the transport sector. This study analyzes the role of the EU Global Gateway in supporting infrastructure development in Mozambique during 2021-2024. The research applies a qualitative descriptive method through a case study approach, usang literature review of EU official documents, European External Action Service publications, international development reports, and relevant academic articles. The findings indicate that Global Gateway contributes to improving transport connectivity through three main channels: modernizing the Maputo-Ressano Garcia railway line, upgrading key road corridors such as Nacala and Mueda-Negomano, and strengthening regional trade links with neighbouring countries. These projects are projected to increase rail freight capacity, reduce logistics bottlenecks, shift freight movement from road to rail, and support lower carbon emissions. However, implementation still faces challenges related to financing sustainability, coordination among Team Europe actors, climate vulnerability, security conditions in northern Mozambique, and competition with other infrastructure initiatives such as China’s Belt and Road Initiative. Therefore, Global Gateway is not merely a development assistance program, but also a strategic instrumen for the EU to consolidate its role as an international actor in Africa while supporting Mozambique’s regional integration.
Chika Raka Siwi Yanuar Rahmadan Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 43 63 10.56552/jisipol.v8i1.395 Modalitas Elite Lokal Dan Restrukturisasi Koalisi: Studi Longitudinal Dinamika Pilkada Jeneponto 2013–2024 https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/388
This study analyzes the influence of local elite modalities, economic, social, cultural, and symbolic, in the formation and restructuring of coalitions in Jeneponto Regional Elections through a longitudinal perspective spanning 2013–2024. Using a qualitative case study approach with secondary data analysis, the research traces the evolution of coalition
mechanisms from the 2013 Regional Election (dominant symbolic capital, 51.04%) to 2018 (complete modal integration, 42.98% vote share but 52.4% electability) and contextualizes these findings with contemporary dynamics. While prior studies have separately examined pragmatic coalitions, political dynasties, and Bourdieu's capital in Indonesian local politics, they have rarely traced how the configuration of elite modalities transforms within a single
locality across multiple electoral cycles. Addressing this gap, the study's novelty lies in constructing a longitudinal analytical framework that integrates Unified Elite Theory and New Elite Theory with Bourdieu's concept of modalities to explain coalition restructuring in a patrimonial context. Historical findings reveal the fragmentation of the Iksan–Mulyadi coalition and substitution with Paris Yasir as an optimization of modal combination, while contextualization with recent literature shows this pattern remains relevant in the 2024 elections, where political dynasties increasingly rely on material- and network-based mechanisms. Methodologically, the framework links historical findings to contemporary issues of oligarchy and political dynasties, illuminating long-term trajectories of local coalition
transformation. Practically, the research provides insights into coalition restructuring mechanisms and elite modal shifts useful for anticipating future regional election dynamics and designing more equitable electoral reforms.
andrew kresna Isman Triyadi Iskan Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 19 42 10.56552/jisipol.v8i1.388 Kinerja Badan Pengawas Pemilihan Umum (Bawaslu) Kota Tanjungpinang Dalam Pengawasan Pada Pemilihan Tahun 2024 https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/487
This study was motivated by the fact that the 2024 elections in Tanjungpinang City were conducted without any findings or reports of alleged violations during the election process. This situation is an interesting phenomenon to analyze because Tanjungpinang City is classified as a high-risk area based on the 2024 Regional Election Vulnerability Index (IKP). This situation does not directly indicate the absence of potential violations; rather, it must be analyzed from the perspective of the institutional performance of the General Election Supervisory Agency (Bawaslu) in carrying out its supervisory functions. This study aims to analyze the performance of the Tanjungpinang City Bawaslu in conducting oversight during the 2024 Elections. This study employs a descriptive method with a qualitative approach. Research informants were selected using purposive sampling and consisted of leadership and staff members of the Tanjungpinang City Election Supervisory Agency (Bawaslu). Data were collected through interviews and documentation. Data analysis was conducted using the Miles and Huberman interactive model. The performance analysis in this study adopts the perspective on public organization performance proposed by Agus Dwiyanto (2017), which consists of productivity, service quality, responsiveness, responsibility, and accountability. The results of the study indicate that the performance of the Tanjungpinang City Election Supervisory Agency (Bawaslu) is manifested through oversight at all stages, the utilization of organizational resources, the provision of access to oversight information services, and the ability to respond to dynamics and potential vulnerabilities, The performance of duties in accordance with regulations and authority, as well as accountability mechanisms through reporting and documentation of activities. During the 2024 Election period, the Tanjungpinang City Election Supervisory Agency (Bawaslu) did not record any findings or reports of alleged violations that were processed, while its supervisory functions continued to be carried out optimally through various institutional activities in accordance with its duties and authority.
SRI AMBAR RINAH Agus Abdullah Diah Siti Utari Endri Sanopaka Fitri Dewi Wulandari Neng Suryanti Nengsih Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 183 199 10.56552/jisipol.v8i1.487 Implementasi Program Subsidi Bunga Pinjaman Bagi Usaha Mikro Di Kota Pekanbaru https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/473
To support micro-business sector, the Pekanbaru City Government launched the 100% Loan Interest Subsidy Programme through City Regulation No. 13 of 2024, administered by PT. BPR Pekanbaru Madani. However, the implementation of the programme continues to face various challenges, marked by a low rate of fund disbursement, a decline in applications from 960 files (2024) to 460 files (2025), a high rate of file rejections, and delays in disbursement. This study aims to analyse the implementation of the Loan Interest Subsidy Programme for micro-enterprises in Pekanbaru City and to identify the factors hindering it. The study employed a qualitative method with a descriptive approach. Data were collected through interviews, observation and documentation, and were subsequently analysed using the Miles, Huberman and Saldana model. The research findings indicate that the programme’s implementation has proceeded reasonably well, but has not yet been optimal according to George Edward III’s indicators, namely communication, resources, disposition and bureaucratic structure. The challenges faced include uneven dissemination of information, limited human resources among implementing agencies, a low level of understanding of administrative requirements, a lack of Business Identification Numbers (NIBs), failure to pass the BI Checking, and the length of the verification and disbursement processes. This situation has led to many applications failing to meet the requirements and a low take-up rate of the subsidies. Consequently, there is a need to step up public awareness campaigns, provide administrative support and improve coordination amongst implementing bodies so that the programme can reach more micro-enterprises and achieve its stated objectives.
Widya Monica Lastri Pakpahan Febri Yuliani Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 154 – 166 154 – 166 10.56552/jisipol.v8i1.473 Dynamic Governance in The Management of Kibitay Urban Forest in Sukabumi City https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/464
The increasingly rapid urban development demands that local governments manage their environments adaptively, innovatively, and sustainably. One effort is through the provision and management of green open spaces, including urban forests, which serve ecological, social, educational, and aesthetic functions for the community. However, various challenges remain in their management, preventing the city forest from functioning optimally. In the Kibitay Urban Forest in Sukabumi City, various problems remain, such as damage, loss of facilities, and suboptimal maintenance. This is due to the lack of field staff, which impacts the area's function as a green open space. These conditions demonstrate the importance of implementing Dynamic Governance as a governance approach that encourages the government to adapt to dynamic changes and problems. This study aims to analyze the application of Dynamic Governance in the Management of Kibitay Urban Forest in Sukabumi City. This study used qualitative methods, with data collection techniques including observation, interviews, and documentation. The analysis was conducted based on Neo & Chen's (2007) Dynamic Governance theory, which encompasses elements of culture (long-term), capabilities (thinking ahead, thinking again, thinking across), and change. The findings indicate that dynamic governance in the management of the Kibitay Urban Forest in Sukabumi City is not yet optimal. Strengthening collaboration, learning from others, utilizing technology, and increasing management capacity are needed to realize a sustainable urban forest.
Bunga Ayu Ambarwati Ambarwati Andi Mulyadi M. This study aims to describe and analyze the implementation of the innovative program "EU MANE GIR HI'ANG" as an alternative approach to alleviating violence against women. The method used is descriptive qualitative with a literature study approach and document analysis. The results show that this model has significant novelty value compared to conventional approaches, by positioning economic recovery as a key element of the solution supported by a local wisdom approach as the program's identity. The program implementation, which includes planning, interventions in the form of capital provision, skills improvement, and structured mentoring, has been proven to have a positive impact on increasing family income, restoring victims' self-confidence, and breaking the chain of economic dependence on the perpetrator. In addition, the use of local cultural identities and values ??increases community acceptance of the program and contributes to reducing negative stigma. This study aims to analyze the role of the international non-governmental organization Save the Children in protecting the rights of Rohingya refugee children in Bangladesh during the 2019–2023 period. This research employed a qualitative method with a literature study approach, analyzing Save the Children's official documents, international agencies' reports, journal articles, and relevant policy publications. The analytical framework utilizes Lewis and Kanji's NGO Theory, which emphasizes the roles of service delivery, advocacy, and empowerment, alongside John Locke's Human Rights Theory, positioning children as subjects of natural rights to life, liberty, and property. The results indicate that Save the Children played a significant role in protecting the rights of Rohingya refugee children through direct service delivery such as health, nutrition, emergency education, and child-friendly spaces; policy advocacy for increased funding, educational access, and child protection; and empowering refugee communities through capacity building, child participation, and community-based protection mechanisms. Despite facing structural limitations and host country policy constraints, Save the Children's interventions contributed significantly to securing children's fundamental rights within a protracted humanitarian emergency. This study underscores the strategic role of international NGOs in addressing state limitations regarding trans-border refugee children's rights protection.
Annisa Syifa qulbiyah Indrawati Indrawati Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 64 74 10.56552/jisipol.v8i1.407 Implementasi Program Intervensi Gizi Terhadap Penurunan Stunting di Desa Tambak Kalisogo, Kecamatan Jabon, Kabupaten Sidoarjo https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/390
Stunting remains high in rural coastal areas despite routine nutrition intervention programs, highlighting a gap between policy objectives and local outcomes. This study aims to analyze the implementation of the Nutrition Intervention Program in Tambak Kalisogo Village, Sidoarjo, using (Dwiyanto, 2005) framework: goal clarity, organizational capacity, coordination, accountability, and community participation. A descriptive qualitative method was applied through interviews, observations, and documentation involving village officials, midwives, posyandu cadres, and parents of stunted toddlers. Departing from this phenomenon, this study aims to analyze the determinants of FDI inflows in the Riau Islands Province for the 2015–2024 period, focusing on the effectiveness of FTZ policies, road infrastructure availability, clean water supply, and the quality of Human Resources (HR). Employing an associative quantitative approach based on panel data regression across 7 regencies/cities, the model specification testing determined the Random Effect Model (REM) as the best estimator. The estimation results confirm that the FTZ area status has a positive and significant effect on accelerating FDI. Conversely, physical infrastructure variables roads and clean water and HR capacity (HDI) are proven to have no significant effect. These empirical findings emphasize that the investment attractiveness in this region is predominantly driven by fiscal and customs incentives. The anomaly regarding the insignificance of the supporting variables indicates the specific characteristics of archipelago investments where investors rely more on maritime port connectivity and independent private industrial utilities, and are dominated by efficiency-seeking FDI that prioritizes labor-intensive wage efficiency. As a policy implication, the government is recommended to maintain the stability of FTZ regulations while reorienting infrastructure development to better align with the maritime industry ecosystem.
Muhammad Abrar Muhammad Anshari Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 200 216 10.56552/jisipol.v8i1.485 Analisis Tata Kelola Seleksi Partai Politik Peserta Pemilu 2024: Studi Empiris di Kota Medan https://journal.stisipolrajahaji.ac.id/index.php/jisipol/article/view/471
This study analyzes the governance of political party selection for the 2024 General Election in Medan City from the perspective of Good Electoral Governance. The implementation of PATEN is expected to simplify bureaucratic procedures and improve public satisfaction with government services. However, its implementation in Mandau Sub-district, Bengkalis Regency, continues to face several challenges, including the suboptimal functioning of the information desk, inadequate supporting facilities and infrastructure, delays in service completion under certain conditions, and public complaints regarding the quality of services provided. The fluctuating service volume from year to year also indicates inconsistencies in the implementation of PATEN in practice. This study aims to analyze the effectiveness of PATEN implementation in Mandau Sub-district, Bengkalis Regency, and to identify the factors that hinder its implementation. The study employed a qualitative method using a case study approach. Data were collected through semi-structured interviews, direct observation, and documentation involving officials of the Mandau Sub-district Office and members of the public who used PATEN services. Data validity was ensured through source triangulation, technique triangulation, and time triangulation. The analysis was conducted using Agus Dwiyanto's public service effectiveness indicators, namely productivity, service quality, responsiveness, responsibility, and accountability. The findings indicate that the implementation of PATEN in Mandau Sub-district has generally been quite effective in meeting the administrative needs of the community, although it has not yet been fully optimized. Four main inhibiting factors were identified: limited operational funding, dependence on the availability of structural officials for document approval and signatures, suboptimal utilization of information technology in the service process, and the public's limited understanding of the applicable service procedures and requirements.

Amelia putri Harapan Tua RFS Copyright (c) 2026 Jurnal Ilmu Sosial dan Ilmu Politik https://creativecommons.org/licenses/by/4.0 2026-08-06 2026-08-06 8 1 75– 88 75– 88 10.56552/jisipol.v8i1.439
