This study aims to map, analyze, and elaborate on the roles of government and </em><br /><em>non-government actors in managing the Covid-19 pandemic in Tanjungpinang. This study uses a qualitative </em><br /><em>approach with a case study design, through in-depth interviews, documentation studies, and secondary data </em><br /><em>analysis. The results show that the success of managing the Covid-19 pandemic in Tanjungpinang is determined </em><br /><em>not only by the role of the government but also by collaboration with non-government actors, such as community </em><br /><em>organizations, religious institutions, local communities, and the private sector. This </em><br /><em>study aims to analyze the development strategy of the destination using the theoretical framework of strategy </em><br /><em>according to Kooten in Salusu (2006:104-105), which includes four indicators: organizational strategy, program </em><br /><em>strategy, resource strategy, and institutional strategy. This research uses a descriptive qualitative method with a </em><br /><em>case study approach through in-depth interviews, field observations, and documentation. The results of the study </em><br /><em>indicate that tourism management is carried out independently by the community through the Pokja and </em><br /><em>Pokdarwis, but is still weak in the aspects of legality and organizational structure. Rising cases of femicide, sexual violence, and digital exploitation, such as the discovery </em><br /><em>of a deepfake chatroom involving more than 220,000 male members, have heightened women’s sense of insecurity </em><br /><em>in everyday life. This study aims to examine gender-based violence as a threat to women’s human security in South </em><br /><em>Korea and to evaluate the state’s implementation of the Convention on the Elimination of All Forms of </em><br /><em>Discrimination against Women (CEDAW) through a feminist analytical framework. Using a descriptive </em><br /><em>qualitative method based on secondary data, the research applies Feminist Security Theory (FST) to shift the </em><br /><em>concept of security beyond state-centric and military perspectives toward individual well-being and freedom from </em><br /><em>fear. The findings indicate that despite South Korea’s formal ratification of CEDAW, entrenched patriarchal </em><br /><em>norms, institutional bias, and weak legal enforcement continue to undermine women’s security. Gender-based </em><br /><em>violence is frequently normalized or inadequately addressed, revealing a significant gap between international </em><br /><em>commitments and domestic practice. Furthermore, the analysis shows that the emergence of the 4B Movement, </em><br /><em>Bihon, Bichulsan, Biyeonae, and Bisekseu, represents a collective response to state failure in ensuring women’s </em><br /><em>safety. The movement reflects women’s loss of trust in legal and social institutions and highlights how women </em><br /><em>reclaim agency through resistance. The influence of the geopolitical power of great powers has shaped the global constellation </em><br /><em>and affected state actions in dealing with North Korea. Despite pressure from the United States, Indonesia has not </em><br /><em>implemented the UNSC Resolution to impose sanctions on North Korea into its national regulations. As a result, </em><br /><em>legal ambiguity has arisen regarding the handling of violations committed by North Korea in Indonesian waters. </em><br /><em>This study aims to reveal the reasons behind Indonesia’s reluctance to implement UN Security Council sanctions </em><br /><em>against North Korea and its relation to Indonesia’s position as a non-permanent member of the UN Security </em><br /><em>Council in 2019–2020. By applying Stephen M. Walt’s balance of threat concept, this study concludes that </em><br /><em>Indonesia chose not to implement UNSC resolutions against North Korea in order to maintain historical and </em><br /><em>diplomatic closeness with North Korea. Furthermore, although North Korea has demonstrated its military </em><br /><em>capabilities on several occasions, there have been no statements or offensive and aggressive actions directly directed </em><br /><em>at Indonesia that could be perceived as a threat. The divided positions of the P5 members during the panel sessions </em><br /><em>on Resolution 1718 further increased Indonesia’s hesitation in implementing the resolution. This study aims to analyze and describe strategies for developing </em><br /><em>independent village programs to prevent stunting through the provision of supplementary food for toddlers in </em><br /><em>Jambangan Village. The study used qualitative methods with purposive sampling techniques to select relevant </em><br /><em>informants based on their roles and involvement in the program. The results were analyzed using Kotten's </em><br /><em>government strategy theory with three indicators. First, the organizational strategy showed that stunting </em><br /><em>prevention efforts were in line with the village's strategic objectives through the Healthy Village House program </em><br /><em>and stunting discussions involving various stakeholders. Second, the resource support strategy showed the </em><br /><em>utilization of local assets in the form of human resources, food, and village funds to support the PMT program </em><br /><em>with the active role of posyandu cadres, health workers, and village officials. This study is present to analyze the formation of the Surabaya</em><br /><em>Gaziantep sister city cooperation for the 2019–2021 period through the perspective of constructivism using a </em><br /><em>descriptive qualitative method based on document studies. The results of the study show that the formation of </em><br /><em>cooperation between the two cities is directly influenced by the ideological similarities that they have, including </em><br /><em>identities, norms, and cultures that are perceived together as the basis for the feasibility of choosing city partners. </em><br /><em>This similarity is reflected in the image of the two cities as industrial cities and historical cities, the leadership of </em><br /><em>the community that represents gender equality norms, and the similarity of architectural and culinary cultural </em><br /><em>heritage. Thus, the cooperation between the City of Surabaya and Gaziantep has proven to be more effective in </em><br /><em>implementing aspects of joint ideas in the practice of paradiplomacy which is not just the result of calculation of </em><br /><em>practical interests. Although mechanisms such as the ASEAN Ministerial Meeting on </em><br /><em>Transnational Crime and the Mutual Legal Assistance Treaty (MLAT) exist, law-enforcement coordination </em><br /><em>remains weak, resulting in ineffective cross-border investigation and prosecution. Previous studies discuss </em><br /><em>ASEAN security cooperation but have not adequately examined how institutional capacity, compliance gaps, and </em><br /><em>divergent legal systems constrain the effectiveness of MLA. Moreover, Regime Theory has not been used to </em><br /><em>evaluate MLA in illicit-drug cases, leaving an analytical gap regarding its structural and functional </em><br /><em>limitations.This article offers a novel contribution by integrating Regime Theory with regional institutionalism </em><br /><em>to evaluate ASEAN’s MLA regime through the dimensions of problem structure, institutional capacity, resource </em><br /><em>availability, and compliance mechanisms. The objective of this study is to assess why ASEAN’s MLA framework </em><br /><em>needs to be expanded and deepened to resolve persistent law-enforcement challenges in countering transnational </em><br /><em>organised crime, particularly illicit drugs. This research employs a qualitative method using primary ASEAN </em><br /><em>legal documents, treaty instruments, and secondary scholarly analyses. The findings show that ASEAN’s MLA </em><br /><em>regime remains constrained by fragmented legal harmonisation, weak compliance enforcement, insufficient </em><br /><em>institutional capacity, and unequal resources among member states. These weaknesses hinder evidence sharing, </em><br /><em>delay cross-border investigations, and produce inconsistent prosecutorial outcomes. However, <br />in the post-nuclear era, India increasingly relies on strengthening its conventional deterrence capabilities through <br />the development of advanced missile systems, including the next-generation hypersonic BrahMos II. This study <br />examines how BrahMos II influences India’s deterrence strategy toward Pakistan, particularly in restoring the <br />effectiveness of conventional deterrence in border conflict areas. Using a descriptive-analytical qualitative method, <br />this research analyzes defense documents, military technology reports, and media coverage related to the <br />development and testing of BrahMos II. The findings indicate that the decline in India’s conventional deterrence <br />effectiveness following the May 2025 border clashes accelerated the development of BrahMos II. The analysis shows <br />that the hypersonic system enhances three core components of deterrence: first, effectiveness, through improved <br />capability to penetrate Pakistan’s defense systems; second, response speed, enabling rapid precision strikes; and <br />third, multi-domain launch flexibility, which strengthens operational adaptability from air, sea, and land <br />platforms. This research aims to analyze public opinion and voter perceptions of this pair of candidates. Using </em><br /><em>descriptive qualitative methods and in-depth interviews, primary data was obtained from voters in Banten, </em><br /><em>supported by secondary document analysis such as media coverage and survey results.The results showed that </em><br /><em>voters' perceptions were fragmented. A correlation has been demonstrated between educational background and </em><br /><em>stance on dynastic politics, with highly educated individuals exhibiting a tendency towards critical evaluation of </em><br /><em>such phenomena. Conversely, individuals with limited formal education demonstrate a greater inclination to </em><br /><em>prioritize tangible outcomes. The support for Airin-Ade is predominantly influenced by their documented </em><br /><em>achievements; however, the prevailing social stigma associated with political dynasties poses a substantial challenge, </em><br /><em>particularly among the younger demographic, which exhibits a pronounced aversion to the prevailing influence of </em><br /><em>family politics. The mass media has been identified as a pivotal factor in shaping public opinion, exerting its influence </em><br /><em>through both positive and negative forms of coverage. The purpose of this research is to determine how stunting is </em><br /><em>addressed in Teluk Sasah Village, Seri Kuala Lobam District, Bintan Regency. This study employs a </em><br /><em>descriptive qualitative method using observation, in-depth interviews, and descriptive data analysis to </em><br /><em>illustrate public services and community empowerment in handling stunting in Teluk Sasah Village. </em><br /><em>The research findings reveal that stunting management in Teluk Sasah Village still faces major </em><br /><em>challenges related to the community’s limited economic conditions, parents’ low awareness of the </em><br /><em>importance of balanced nutrition and healthy parenting, as well as the suboptimal functioning of </em><br /><em>posyandu (integrated health posts) due to limited health personnel and supporting facilities. Although </em><br /><em>the village government has implemented various national programs such as supplementary feeding, </em><br /><em>nutrition education, and child growth monitoring, their effectiveness has not been optimal because of </em><br /><em>low community participation and weak coordination among stakeholders. Nevertheless, community </em><br /><em>empowerment through training, mentoring, and the utilization of local potential such as nutritious food </em><br /><em>cultivation is considered capable of raising awareness and fostering shared responsibility. The purpose of this research is to identify the factors causing the </em><br /><em>Politicization of Bureaucracy and efforts to achieve bureaucratic neutrality that occurred in the 2024 elections in </em><br /><em>Medan City. This research uses the New Institutionalism Theory. The method used in the research is descriptive </em><br /><em>qualitative, with data collection methods including observation, documentation, and interviews. The research </em><br /><em>results show that the politicization of the bureaucracy in Medan City during the 2024 elections is influenced by </em><br /><em>local political dynamics, lack of strict sanctions, and lack of public oversight. The government's efforts to achieve </em><br /><em>bureaucratic neutrality have been carried out through policies, education, and supervision, but challenges in </em><br /><em>implementation and law enforcement still need to be improved. Using a qualitative approach, data were collected </em><br /><em>through interviews, observations, and document analysis. The findings indicate that SIMBG implementation has </em><br /><em>progressed from 2022 to 2024 but remains suboptimal, as reflected in fluctuating application numbersan increase </em><br /><em>in 2023 followed by a substantial decline in 2024. Five core factors influence its effectiveness: institutional </em><br /><em>capacity, human resource competence, digital infrastructure availability, interagency communication patterns, </em><br /><em>and public literacy and compliance. Several obstacles were identified, including unharmonized SOPs across </em><br /><em>institutions, limited operator skills, unstable internet connectivity, and low public understanding of PBG </em><br /><em>requirements. The study recommends strengthening institutional frameworks, improving human resource </em><br /><em>capacities, optimizing interagency coordination, implementing data-driven public education, and enforcing </em><br /><em>continuous monitoring and evaluation. However, their implementation often </em><br /><em>encounters obstacles such as low public participation, limited time and budget, and the suboptimal use of recess </em><br /><em>outcomes in policy planning, as observed in the 2020–2021 recess activities of Kudus Regency DPRD members </em><br /><em>in Electoral District III Jekulo–Dawe. This study aims to analyze the implementation of these recess activities in </em><br /><em>absorbing public aspirations and to identify the supporting and inhibiting factors influencing their </em><br /><em>implementation. This research employs an empirical juridical approach using primary and secondary data, </em><br /><em>including primary and secondary legal materials. Data were analyzed qualitatively to provide a comprehensive </em><br /><em>understanding of the issues examined. The results indicate that the implementation of the 2020–2021 recess </em><br /><em>activities in Electoral District III Jekulo–Dawe has not been optimal. This is reflected in the incomplete </em><br /><em>accommodation of community aspirations, inconsistencies with the predetermined recess schedule, and the </em><br /><em>limited integration of recess outcomes into local government work plans and public consultation processes in </em><br /><em>local regulation formulation. This study aims to analyze the winning strategy of Atut Widiarti as a legislative candidate for the Partai </em><br /><em>Keadilan Sejahtera in the 2024 Pesawaran Regency Regional People's Representative Council election. The focus </em><br /><em>of the research is directed at the Partai Keadilan Sejahtera efforts through its organizational structure and cadre </em><br /><em>network to formulate and implement political strategies to gain public support. The research method used in this </em><br /><em>study is a descriptive qualitative approach with data collection techniques through observation, interviews, and </em><br /><em>documentation. The results of the study indicate that the winning strategy was implemented through a </em><br /><em>combination of political marketing theories from Adman Nursal which include indicators of push marketing, pull </em><br /><em>marketing, and pass marketing theories. This study concludes that Atut Widiarti's success in winning a seat in </em><br /><em>the Pesawaran Regency Regional Representative Council for the 2024-2029 period was influenced not only by the </em><br /><em>strength of the candidate's figure, but also by the Partai Keadilan Sejahtera consistency in building political </em><br /><em>communication that is adaptive to the needs of the local community. The main issue examined in this study is the absence of a well</em><br /><em>formulated Triple Helix collaboration model that places villages at the center of governance in agroforestry </em><br /><em>development. This study aims to analyze how the design of collaboration among actors within the Triple Helix </em><br /><em>framework can enhance forest expansion through a village-based participatory agroforestry approach. The research </em><br /><em>employs a qualitative method through a literature review of academic sources, government policies, and previous </em><br /><em>studies. This study aims </em><br /><em>to provide a comprehensive picture related to how the correlation between independent variables of leadership, </em><br /><em>motivation, and compensation to the dependent variable of performance effectiveness mediated by two intervening </em><br /><em>variables, namely: compliance and professionalism variables. The method used in this study uses a quantitative </em><br /><em>method with a partial least square approach. Furthermore, this study uses primary data taken using the total </em><br /><em>sampling method. The results of the study showed a significant p value below 0.05 in all variables indicating that </em><br /><em>there is a strong relationship between these factors and employee performance. Furthermore, the high T value for </em><br /><em>the motivation and leadership variables indicates that these two factors are very important in increasing work </em><br /><em>effectiveness, especially in the context of human resource development in the public sector. In addition, the </em><br /><em>relatively low standard deviation indicates that employee performance estimates are stable across samples, </em><br /><em>indicating that the interventions carried out can be applied consistently across various organizational contexts. </em><br /><em>This study has limitations in terms of the limited number of samples. This study aims to analyze how state </em><br /><em>actors construct the securitization process of digital radicalization and how this threat framing influences </em><br /><em>ASEAN's counterterrorism policies. Employing a qualitative approach with a case study method, the research </em><br /><em>examines data from academic literature, national and regional regulations, and expert interviews on security </em><br /><em>policy. The findings reveal that securitizing actors such as Indonesia’s National Counterterrorism Agency </em><br /><em>(BNPT) and Densus 88 frame extremist digital activities as existential threats, prompting extraordinary measures </em><br /><em>such as website blocking, cyber surveillance, and the enactment of specific regulations, notably Law No. 5 of 2018. </em><br /><em>At the regional level, this narrative gains legitimacy through the ASEAN Convention on Counter Terrorism </em><br /><em>(ACCT), which serves as a collaborative framework among member states to address transnational terrorism. </em><br /><em>However, the effectiveness of ASEAN’s policy response continues to face significant challenges, including </em><br /><em>technological capacity gaps, the absence of collective enforcement mechanisms, and tensions between security </em><br /><em>imperatives and civil liberties. This study concludes that digital radicalization requires vertical integration </em><br /><em>between national and regional policies, alongside a hybrid approach that balances hard and soft security </em><br /><em>instruments. This study examines the digital campaign strategies of the Prabowo–Gibran presidential ticket </em><br /><em>in the 2024 election and analyzes their influence on young voters’ political behavior. Using a qualitative approach, </em><br /><em>primary data were collected through in-depth interviews with campaign actors and political communication </em><br /><em>observers, supported by documentation and digital content analysis. The findings indicate that the campaign relied </em><br /><em>heavily on social media platforms such as TikTok, Instagram, and Twitter, accompanied by big data–based </em><br /><em>audience segmentation to personalize political messages. The use of relational engagement and responsive </em><br /><em>campaigning strengthened emotional attachment, expanded reach, and improved interaction between candidates </em><br /><em>and young voters. However, several challenges emerged, including the risk of information distortion and </em><br /><em>difficulties in maintaining message consistency within a highly dynamic digital environment. However, the absence of adaptive and contextual technological leadership models to drive </em><br /><em>digital transformation of cooperatives and MSMEs in island regions with limited digital infrastructure has the </em><br /><em>potential to widen economic and digital inclusion gaps. This study aims to formulate a technological leadership </em><br /><em>model that can accelerate digital adoption and drive economic equality across urban and coastal villages </em><br /><em>(kelurahan) in Tanjungpinang. The research employs a qualitative approach with a literature review method, </em><br /><em>synthesizing various secondary sources including national and international journals, government reports, and </em><br /><em>academic publications from the last decade. Data analysis was conducted descriptively through grouping, </em><br /><em>comparison, and synthesis of previous findings to identify challenges and strategic opportunities. The results </em><br /><em>suggest that effective digital transformation in Tanjungpinang requires "technological leadership" that is not </em><br /><em>only tech-savvy but also culturally adaptive to the local maritime economy.
